Traffic wardens to go on strike

ITANAGAR, Aug 6: The traffic chaos in State capital is going to worsen with 200 strong Itanagar Traffic Wardens (ITW) deciding to go ahead with whistle down strike from Aug 7.

This decision was taken on Sunday during a mass meeting held here at IG Park.

ITWs stated that they are ready to face any consequences for their rights.

Last week, the Chief Estate Officer had threatened to discontinue the services of the Traffic Wardens without further notice if they go ahead with whistle down strike on August 7.

In a release, CEO Talo Potom stated that whistle down would amount to violation of the terms and condition of their engagement on Master Roll basis as Traffic Wardens and whoever is found absent from August 7 onwards shall automatically be discontinued from further service without notice.

The impasse between agitating Itanagar Traffic Wardens (ITW) and authority has been going on since January this year.

The ITW are demanding regularisation of job, enhancement of payment, ending payment deduction and 15 days casual leave annually.

PHE beats deadline, all set to restore water supply

ITANAGAR, Aug 6: When told its Sunday, Bhupen gave a wry smile. For him, and seventy others, all days were just work days that practically stretched into work nights every other day.

While citizens of the state capital poured their angst over the public health engineering & water supply department through whatever means available - notably Facebook - hundred odd workers toiled day and night clearing debris, constructing embankments, aligning pipes far from the visibility of the civilized world, making the jungles of Rilloh their temporary home. Unlike their counterparts in the city, they had no issues of water scarcity. River Poma and River Mopung Mike wouldn't let that happen.

The state capital would remember for long the 9th of July, 2017. Incessant rains created havoc across the twin cities - blocking roads, washing away pavements and snapping the very sources of water supply. Two days of life without water was enough to trigger frustrations amongst the citizens that grew by the day.

With pressure mounting on the government, a team of PHED officials under the direct supervision of Chief Engineer Toko Jyoti and Executive Engineer Tadar Mangku silently set out on a mission. The state government set them 15th August as the deadline to resume water supply to the state capital.

The 71 workers headed by three junior engineers made the confluence of Poma and Mopung Mike rivers as their base camp and took the job at hand head on. Incidentally, the damage on the pipeline was severest at the place where they had set their camp. The Mopung Mike river had changed its course and washed away about 100 mtrs of DI pipes...never to be retrieved.

In 24 days and 24 half days (worked late till about 10-11 pm) they repaired, constructed, aligned and fixed at least 15 damaged portions.

As PHE&WS Minister Bamang Felix reached the campsite this morning a jubilant PHED team informed that all the fixes have been completed and water is being released to the WTP.

Felix, who along with CE Jyoti and EE Mangku joined the jubilant workers for lunch, congratulated the workers and officials for their determination and completing the job ahead of the deadline.

Felix wished the workers and announced that all will be given overtime payment after completion of the entire project.

With water reaching the WTP it would be a matter of few hours before Itanagar heaves a sigh of relief. According to Mangku by afternoon of Aug 7 water should be reaching people's homes.

Felix also inspected the ongoing repair works on the Naharlagun water supply near Borum and Yupia tri-junction. About 3 kms of new pipeline is being put in place that would take another couple of days.

Jyoti informed that the Naharlagun water supply would be completely restored by 11 August, thereby keeping a step ahead of the deadline.

Meanwhile, Bhupen and friends still have unfinished works. About 3 kms of approach road up to the water intake point has to be restored. It's another three-four days for them in the jungle camp.

With supplies reaching with the minister nobody's complaining!

Ensure judicious use of relief funds

During a high level meeting in Guwahati recently, Prime Minister Narendra Modi announced a sanction of Rs. 2,350 crore for all the North Eastern states hit by floods in the recent monsoon. All over the country natural catastrophes during monsoons have been a regular phenomenon which causes a vast extent of damage to life and property almost every year. Here in Arunachal too, people had been witness to a number of natural disasters in the past two months including the tragic incident at Laptap village in Papum Pare district wherein 14 precious lives were lost due to a massive landslide. The extent of damage caused by devastating flash floods and rainfall triggered landslides in Arunachal has been massive as communication to various district headquarters was snapped and the state was nearly cut off from the rest of the world as NH 415 was completed eroded at the entry point. Massive landslides also hit Papum Pare, East Kameng, Tawang, East and West Siang, Upper Subansiri, Namsai and Tirap districts subsequently leading to disruption of road communication besides, power and water supply there.

The overall scenario was grim and the state government as usual faced an uphill struggle providing immediate and necessary succour to the suffering people. Even now, water supply in the Capital Complex, that was earlier snapped due to landslides has not been restored much to chagrin of the denizens of the twin capital cities.

What the state needs is a long-term solution to the recurring problem of flood and disaster that hit the state every year along with a proper relief and rehabilitation and damage control system. For this, the state government has to ensure that the funds meant for the purpose are put into judicious use and not misused. Regrettably, the crores of fund which the state receives from the centre meant specifically for relief and rehabilitation are often misused and fail to reach the ones they are actually meant for. For a state like ours which is severely hit by natural catastrophe almost every monsoon, the state government should apart from gearing up disaster preparedness ensure that pilferage of funds is checked and funds judiciously used.

Call to boycott Chinese goods

ITANAGAR, Aug 6: The Bharat Tibet Sahyog Manch (BTSM), Arunachal Pradesh has called for boycott of Chinese goods in the state.

In a traders' meet organized on Sunday for elaborate discussion on the necessity of banning Chinese goods, BTSM appealed to the business community of the state to stop trading of Chinese goods in protest against the Chinese troops face-off with Indian troops and their repeated attempt to cross over Indian borders in Sikkim sector and to uphold the unity of the Nation.

Speaking on the occasion RSS Prant Pracharak Sunil Mohanty appealed the traders and citizens of the state to respond to the call of the BTSM and boycott the Chinese goods. Capital Complex Commercial Building Owners Welfare Association (CCCBOWA) president Nabam Nikia and general secretary Kipa Simi assured to take appropriate steps against Chinese goods, said a release.

The release further said that large numbers of the traders from Itanagar and Naharlagun attended the meeting and after deliberation a decision was taken not to sell Chinese goods in the market.

Woman dies in suspected hit and run case

ITANAGAR, Aug 6: An unidentified woman died in a suspected hit and run case in the morning of August six.

At around 10 am, Police received an anonymous call informing that an accident took place near Forest Park, Papu Nallah. After getting the information, a police team from Naharlagun Police Station rushed to the spot and took the woman, aged about 37 years, to Tomo Riba State Hospital, where she succumbed to her injuries after two hours of medical attention.

The body has been kept in the morgue of Rama Krishna Mission Hospital, Itanagar.

A case has been registered at Naharlagun Police Station and investigations are on.

Rebia inspects Hapoli multi-purpose stadium

ITANAGAR, Aug 6: UD Minister Nabam Rebia has inspected the multi-purpose stadium and the multi-storied parking building at Hapoli on Sunday. While expressing satisfaction on the work progress, the minister exhorted the engineers and the contractors to maintain quality works that will be benchmarks for other districts.

DUDA Deputy Director, S C Maru, who accompanied the minister, informed that the Independence day will be celebrated in the multipurpose stadium this time.

NABARD launches farmers' clubs

CHANGLANG, Aug 6: The National Bank for Agriculture and Rural Development (NABARD) has launched 10 `farmers' clubs' in Bordumsa & Manmao circles of Changlang district on Sunday. The Farmers Clubs were sanctioned to R.K. Mossang Memorial Society for promoting the activisites of farmers.

In his address, District Development Manager, NABARD Kamal Roy called upon the members of the clubs to work for promotion of appropriate farming technologies and solution to the problems of the farming sector. He further advised the farmers clubs to hold meetings and pool savings every month and use these savings for internal lending.

NABARD extends support to the farmers clubs for a period of 3 years and allocates Rs. 12,000 per farmers' club annually for exposure visits, training and use of progressive farming methods. After the expiry of three years period, the sponsored agencies are expected to support the farmers' club, Roy added.

Secretary of the R K Mossang Memorial Society, AK Choudhury spoke on the functioning and benefit of forming farmers clubs in the area.

AAPSU to conduct education and health survey

ITANAGAR, Aug 6: All Arunachal Pradesh Students' Union (AAPSU) has decided to conduct field survey of all the educational institutes and health centres in the state to take stock of the ground realities.

The concern district students unions have been entrusted to lead the survey in their respective district and asked to submit the final survey reports by October, this year.

The decision was taken in a day-long orientation programme of the union at its central office, NEFA Club building, Itanagar on Sunday.

The Education and Health Survey -2017 would also include awareness on Swachch Bharat Abhiyan, sanitation and hygiene in the villages. The Union appealed to the legislators and senior citizens to cooperate and aid the survey team in their respective areas.

The meeting chaired by AAPSU General Secretary Tobom Dai held a threadbare discussion on the issues inflicting the education and health sectors in the state.

Stating that shortage of textbooks remains one of the many reasons for poor performance of students AAPSU demanded the state government to release textbooks for the current academic session without any further delay.

The meeting also discussed on discipline and the moral responsibility of students and the role of District Students' Union for creating awareness on education.

Earlier, AAPSU President Hawa Bagang highlighted the aim and objective of the day-long orientation programme.

Twenty District Students' Unions attended the meeting.

Orgs donate for Tadin fire victims

AALO, Aug 6: Donations in form of cash and materials from various organizations are pouring for those families of Tadin village, who have lost everything in the recent devastating fire incident.

The members and youths of All Kombo Welfare and Development Society led by its Chairman Momar Lollen handed over Rs. 1 lakh to the fire victims and provided bamboo, wood for construction of temporary houses.

The Kombo Youth Capital Complex, Itanagar, an organisation under AKWDS donated clothes to the fire victims.

The AKWDS team interacted with the villagers and advised them to be careful while handling fire to avoid such mishap in future.

The West Siang Unit of APWWS, Mahila Samiti, West Siang Women Handloom Weavers' Cooperative Society and Sipu Puyi team also visited Tadin village and donated some amount. DIPRO

Collection of civic charges begins in Capital

ITANAGAR, Aug 6: The collection of civic charges from households and commercial establishments in the Capital formally started from August 1 with orientation training of staff engaged in collections of civic charges by IMC CMEO, Habung Lampung.

Lampung informed that in order to keep the city clean the civic charges collectors were directed to issue challan to those who throw garbage haphazardly and in front of whose house or establishment heap of garbages are found, for appearing before the court of CMEO cum executive magistrate for necessary action.

Meanwhile, Chief Minister Pema Khandu gave his civic charges to the staff of IMC on Sunday and asked them to work hard to maintain cleanliness in the city. DIPRO

JFA demands investigation into Haryana scribe's murder

GUWAHATI, Aug 6: Journalists' Forum Assam (JFA) has demanded a proper probe into the murder of television journalist Surender Singh Rana on July 29 in Haryana.

Rana, who was associated with the Jammu-based news channel JK 24x7 News, was shot dead at Gurugram locality in broad daylight by four persons after an aggravated arguments.

India has already lost four scribes--Hari Prakash from Jharkhand, Brajesh Kumar Singh from Bihar, Shyam Sharma & Kamlesh Jain from Madhya Pradesh--to assailants this year and nobody has been made accountable for the crimes till date," said the JFA statement issued by President Rupam Barua and Secretary Nava Thakuria.

Lumla Sports Club champion in district DK badminton tourney

TAWANG, Aug 6: Lumla Sports Club (LSC) won a hat-trick of titles to become champion in the 4th DK Memorial District level Badminton Tournament.

The shuttlers of LSC clinched the men's double, mixed double and veteran's double title and stood runners up in men's single and women's double in the tournament, which concluded at Lumla Badminton Stadium on Sunday.

JSC finished the runners up pocketing the men's single and women's double titles and stood runners up in mixed double and women's double.

MSC and TPS had to content with runners up trophies of men's double and veteran's double respectively.

Attending the closing ceremony, Tawang MLA Tsering Tashi recalled the contribution of former Chief Minister Dorjee Khandu in promotion and development of badminton in Arunachal Pradesh.

Tashi, sponsored the tournament along with Chief Minister Pema Khandu and Lumla MLA Jambey Tashi, hoped the sporting events would unearth raw talents and will do the nation and state proud in international arena.

Former Tawang ZPC Tsering Lhamu expressed the hope that the organizer will include the women's single event in the 5th edition of the tournament to give the women players a chance to expose their talents.

Later, she read out the message of Lumla MLA Jambey Tashi.

Todi Yameng and Golgi Bote win in Itanagar Solung football

ITANAGAR, Aug 6: Todi Yameng and Golgi Bote won their respective matches in Itanagar Solung Festival Football Tournament, 2017 being played at Dera Natung Govt. College playground on Sunday.

Todi Yameng defeated Donggin Aoo FC 4-1 in Pool-B while Golgi Bote edged past Donggin Yameng 3-2 in a keenly contested match.

Bijoy Tali put Todi Yameng ahead scoring in 22nd minutes before Anggong Taga netted the second goal of the team in 32nd minutes.

Donggin Aoo reduced the margin in 40th minutes through goal from Babom Bodung (1-2).

Anggong scored his second and team's third goal in 53rd minutes and Tamo Taga the fourth in 61st minute to seal victory of Todi Yameng .

In the second match, Tom Lego, Kaling Aje and Nombo Tali scored one goal each for Golgi Bote FC.

Tagon Pabin and Jiten Taring netted the goals for Donggin Yameng FC.

On Monday, RGU Solung FC will take on Sisang Yameng FC while Solung United FC will face Kine Nane FC.

State level handwriting competition for students

ITANAGAR, Aug 6: The Write Right Institute of Technology in collaboration with Hotel PYBSS management has organized a State level handwriting competition 'Handwriting Olympiad' for the students of Class I - XII to showcase their talent in handwriting here on Sunday.

The handwriting competition will continue till March every Sunday where students from across the state can participate, informed coordinator in-charge of Hotel PYBSS Sojal Dey adding that the competition's objective is to provide a platform to the students of class I to XII to represent the state in a national handwriting competition.

Sixty-six students from various schools of the capital complex participated in the event.

Singer Jeli Kayi and CEO of Arunachal News 24x7, Sapna Tayem motivated the participating students.

Siyom Banggo Football Championship

ITANAGAR, Aug 6: The third Siyom Banggo Football Championship organized by Solung Festival Celebration Committee will kick off at Pessing on August 9.

Sixteen teams from various circles of Siang district are taking part in the tournament.

Sponsored for the third times by Koze Zanggo Society, the tournament carries cash award of Rs.50,000 for the winner and Rs.30,000 for the runner up besides individual prizes.

The final will be held on the eve of Solung Festival on September 1, informed Secretary of Koze Zanggo Society Olom Talom.

West Siang team for DK Memorial Badminton

ITANAGAR, Aug 6: District Badminton Association, West Siang selected 15 players for the 5th Dorjee Khandu Memorial State Badminton Tournament scheduled to be held from August 10 to 13 at Itanagar.

The players, who were selected on the basis of their performance in the district level badminton tournament held at Mechukha, have undergone a 10 days intensive training under the guidance of Kenjum Rina and Sonam Tamang.

Put an end to violence

The ongoing political violence between rival groups of CPM and RSS-BJP workers in Kerala is taking dangerous proportion. The volatile Kannur district in north Kerala, known for its polarised politics, has been the biggest witness to political clashes in recent times. Recently a RSS worker died after his hand was chopped off. The current spate of murders started on the counting day of the assembly election. C Raveendran, a CPM supporter, was killed immediately when crude bombs were hurled at a victory procession of the LDF in Dharmadam, the Kerala chief minister's constituency, allegedly by BJP and RSS workers.

Since then both the sides have continued to attack each other on every given opportunities. The political killings in God's Own Country and especially in Kannur district have assumed alarming proportions in recent times. According to a report in The New Indian Express, more than 200 people have been killed in the district in political attacks since 1980. Apparently, at the root of the violence is the bad blood between the CPM and BJP-RSS cadres. The CPM-BJP hostility is not new to Kerala and is growing. The beginnings of political killings in the state date back to the 1970s and time to time, both parties kept taking lives on both sides to keep the tally equal. Its time both the parties put an end to such shameful practice and mutually resolve political differences. Community and party leaders of the CPM and BJP must sit together to build mutual confidence in order to put an end to the cult of violence. It is futile to pin blame on each other. There must be an honest effort to sort out the differences because violence is no solution to anything.

Introduce online system

Dear Editor,

I, one of the rejected candidates for an upcoming interview of Assistant Professor being conducted by APPSC, would like to request through your esteemed daily to the Commission that please introduce online system as early as possible so that the culture of ‘Form Rejection’ which does exist in the system comes to an end and no one becomes the victim of the same.

I personally feel that rooting out candidates by way of rejecting forms for minor mistakes is not the solution to reduce competition or to save time or to choose the best candidates.

My application form got rejected because of one single signature which I had forgotten to put on my photographs.

Had it been some exceptional cases like fake certificates, fake degrees, no NET, no SLET etc, it would not be questionable. We all are human beings after all.

The more we pay attention; more we tend to make mistakes and that is exactly what happened with me. I genuinely feel that there must be some provision for such minor mistakes, if offline system persists. Though there is no point in expressing my grievance now as rules were clearly given in the advertisement yet I am doing this hoping that this will bring some difference in the system. The system should not be as adamant as such rather it should be unemployed-friendly. It indeed is a traumatizing experience for me as I never expected this to happen. I am very disappointed and kind of lost. But, at the same time, I am very much ashamed of what I did because of the fact that the opportunity came our way after 4 or 5 years and I lost it. Anyway, I got an unforgettable lesson to learn which will help me in the future.

Having uttered this, I once again would like to request the Commission to introduce the online system at the earliest so that above-mentioned issue gets sorted out and every eligible candidate gets a fair chance to pursue their dream.

A Rejected Candidate

Violation of BADP

Dear Editor,

In reaction to the news item ‘Siang DA Visit Bogne Village’ published in your daily on August 4, 2017 in page 5 where it is written, “A team of officials led by Deputy Commissioner Rahul Singh visited Bogne village chosen to develop as model village under BADP”.

It is to tell to the DA Siang that BADP comes against Thunker Border of Payum circle which is the only border circle of Siang district. There are as many as thirteen villages out of which 11 villages are totally cut off from rest of the world due to the lack of road communication and other basic amenities.

As per BADP Guidelines, priority of the fund allocation is to be given to the nearest village of the border (LAC) and then to the next village on layer basis upto 50 Kms from the border.

But every year large share of the BADP fund is being allocated to Kaying circle since the introduction of BADP in our area which is more than 80 kms from the last border village i.e. Gate Village.

Now, the decision of the DA to develop Bogne as model Village is totally in violation of BADP guidelines formulated by the GoI.

It is therefore through this daily, I would like to request to the DA Siang district to go through the BADP guidelines properly before taking further step and rectify the decision.

An exam to remember

Dear Editor,

This is about the recently concluded JICS/JACS exam conducted by the Co-operative Societies, Naharlagun on 30/07/2017. My exam centre was at K.V.No.1, Naharlagun. I have appeared many exams but what I experienced this time was a moment to remember experience. From start till the end of the exam, the invigilators were busy chatting outside the examination room in the corridor and some of the candidates were busy in using cell phone, taking pictures of question paper. Roll numbers were written on the desks, but it was of no use. Candidates were moving freely from one seat to another.

It was really disappointing. I thought of letting it go but it’s still disturbing my mind. Whether the concern department did not give any restrict instructions to the exam centre of how to conduct the exam because the vacant posts have already been filled up even before conduction of exam or the invigilators neglected everything purposely. I know there’s no point of asking these questions now. But what I want to say here is, don’t plays with the emotions of poor candidates like me. What would be the use of preparing so much for exams, when the cell phones are being allowed in the examination hall?

This is in response to the news item Largest ISBT in NE ready for inauguration which was published on Aug 4.

“There is separate counter for private and government buses. We have also made counter for local taxi/trekker. Besides, there will be restaurant, food court, two ATM counters, newspaper/magazine shop, separate toilet facilities for ladies and gents,” informed AUPO Yumlam Aam.

What about the transgender? Where is this particular gender supposed to relax?
